In review of the School District's enrollment distribution and forecasts, approximately 60 <br />percent of the present and future enrollment population lived west of Lake Drive and <br />County Road 49. The proposed site provided a centralized location to best serve the <br />School District's population. <br />• <br />• <br />2. The current vacant Birch Street location laid in close proximity to the existing Rice Lake <br />Elementary and Centerville Elementary. Construction of another school along Birch <br />Street was seen as a duplication of facilities. <br />3. The proposed site's proximity to the Centennial Middle School allowed the elementary <br />school to share facilities with the middle school (i.e., play equipment, play fields). This <br />allowed the elementary school to be located on a smaller site thus reducing the School <br />District's investment in land acquisition and development of on -site recreational <br />facilities. <br />Staff stated the 15 acre site was zoned L -I, Limited Industrial <br />Lake Business Park subdivision. The L -I Zoning District did <br />allowed use therefore mandating the rezoning request. The <br />Business Park preliminary plat, which was approved in 19 <br />School District was isolated on the far west end of the <br />existing wetland. To relate public and semi- public locations with thoroughfare system. <br />Staff stated the PSP Zoning District allowed for public and private schools by conditional use <br />permit. At this time, only the zoning and subdivision requests were being considered. The <br />conditional use permit would be processed as a separate application with the site plan details. <br />Staff explained in consideration of rezoning requests, the possible adverse effects of the <br />amendment should be considered. Generally speaking, the City Council and Planning <br />Commission's judgment of the rezoning should be based upon, but not limited to, the following <br />factors: <br />
