Planning & Zoning Board
June 10, 1998
Page 15
• stated that currently there is enough right -of -way to support a 4 lane road. Anoka County
Sight Line Standards will apply to relate to any visibility concerns.
•
Mr. Johnson stated that any obstruction of visibility would come from the trees, not the
fence.
Ms. Munoz came forward and explained the location of the proposed fence. She stated
that currently noise from the traffic is a real problem.
Mr. Corson suggested the City Engineer review to ensure the sight line is adequate.
Mr. Trehus asked if the applicant has considered a 4' fence.
Ms. Munoz stated that she hoped the City would be more sympathetic to their problem
and allow the 6' fence. She stated that they did not ask for the road widening.
Mr. Dunn stated that he believes the variance is justified. A 6' fence is appropriate. He
stated that he does not see a site line problem occurring. Mr. Dunn asked if the fence did
conform to the Anoka County Sight Line Standards. Ms. Wyland indicated that she is
unsure of the County's Sight Line Standards. If the Planning and Zoning Board
recommends approval, the County will be notified.
Mr. Johnson made a MOTION to approve variance subject to Anoka County Sight Line
Standards as they relate to the intersection of Baldwin Lake Road and County Road J.,
justified by the following circumstances:
1. County Road J. is a heavily traveled roadway.
2. The front property line has been reduced with the previous road construction.
3. A natural sound barrier has been removed.
4. An echo effect has been created with the fences across the roadway.
Mr. Corson made a friendly amendment to have the City Engineer review to ensure the
site line is adequate. Mr. Johnson accepted this as an amendment to his motion.
The MOTION was seconded by Mr. Dunn. Motion carried 6 -0
E. Joan Tschida, 7090 21st. Avenue, Variance
• This item has been temporarily withdrawn by the applicant.
