The application includes allocating 27.9 <br />acres of interim MUSA reserve area to this property if the development is <br />approved. The City is being requested to vacate an existing road easement <br />within the property. A variance is being requested to allow a cul -de -sac that will <br />be greater than 500 feet in length. Trail connections have been requested and <br />are included. A traffic study was recently completed for the proposed <br />development. <br />Mr. Gelbmann arrived at 6:35 p.m. <br />Mr. Brixius reported that the City has specific policies on how its MUSA reserve <br />is allocated. MUSA applications are subject to the following criteria: <br />1. MUSA reserve application shall be considered at the time of <br />preliminary plat approval <br />2. The property in question shall be zoned R -1 or R-1X or a rezoning <br />application be in process in conjunction with the preliminary plat but <br />is not guaranteed approval. <br />3. The property in question must be immediately adjacent to existing <br />MUSA. <br />4. Development of the property must be considered a natural <br />extension of existing roadways. <br />5. Development of the property must be considered a natural <br />extension of existing roadways. <br />6. Development of the property shall not adversely affect the health, <br />welfare, and general safety of the community. <br />7. Development of the property shall be environmentally compatible <br />with the surrounding area. <br />8. Development of the property shall be consistent with the City's <br />Comprehensive Park Plan. <br />9. Development of the property shall be consistent with the City's <br />Comprehensive Sewer and Water Plan. <br />10. The proposed development shall comply with the City's infill policy <br />as outlined by Resolution No. 92 -85. <br />11. Roadways serving the proposed development shall be determined <br />adequate according to city engineering standards to handle the <br />additional traffic generated by the proposed development or a <br />financial commitment shall be made by the developer to upgrade <br />said roadway(s). <br />Mr. Brixius stated that the development is consistent with the City's <br />Comprehensive Plan and is compatible with the surrounding area. The MUSA <br />criteria still in question are Nos. 5. 6. and 11., which relate to roadways. Public <br />services could be extended from Pine Ridge Second Addition, which would be a <br />logical extension. The plat, as designed, meets R-1X District minimum <br />dimensions in lot area and width. There is a street jog which is recommended to <br />
