• <br />1 <br />• <br />Planning & Zoning Board <br />May 14, 1997 <br />Page 18 <br />Ms. Dahl stated that many signs are put in right -of -ways and asked about <br />garage sale signs. <br />Ms. Wyland stated that no signs are allowed in road right -of -ways, nor can they <br />be affixed to public structures or utility poles and boxes. Even with this <br />prohibition, there is not enough staff to remove them. The Building Inspector <br />removes them sometimes but does not have time to remove them on a regular <br />basis. <br />Mr. Brixius added that real estate signs and garage sale signs are only enforced <br />on a complaint basis. <br />Chair Schaps stated that once the sign ordinance is adopted, letters can be <br />prepared to local Realtors to make them aware of the new ordinance. <br />Ms. Dahl requested that the word "advertising" be inserted before the word <br />"balloons" on page 13. <br />Mr. Robinson suggested that the ordinance be proofread thoroughly before the <br />final draft is completed. <br />There were no comments from the public. <br />Mr. Robinson made a MOTION to close the public hearing at 9:05 p.m. and was <br />supported by Mr. Gelbmann. The motion passed unanimously, 7 -0. <br />Mr. Robinson made a MOTION to recommend adoption of the Sign Ordinance to <br />the City Council based on all of the above comments and subject to additional <br />proofreading. Mr. Dunn seconded the motion. The motion passed unanimously, <br />7 -0. <br />VI. DISCUSSION ITEMS <br />Grading Plans <br />Mr. Robinson reported that grading plans are not being completed according to <br />specifications in new development. As his business is involved with sodding <br />many new homes, he is aware that grading plans are not being followed, and he <br />believes that there is not one project in the City within the past five years that <br />has been done totally correct. Drainage easements are not correct. There have <br />been three consecutive dry years. If there is a wet year, residents will have <br />water in their homes. It is the Board's responsibility to review plans and <br />specifications and the projects look good on paper, but they are not being done <br />
