• <br />• <br />• <br />Planning & Zoning Board <br />May 14, 1997 <br />Page 9 <br />Mr. Brixius stated that the lots appear to be in compliance with ordinance <br />requirements. When the preliminary plat is submitted, there will be a more <br />formal review. <br />Mr. Herr asked when construction will begin on the parsonage site. <br />Ms. Wyland answered, immediately. <br />Mr. Johnson asked what utility connections would be made. <br />Ms. Wyland responded that the church has a septic system at this time but is <br />interested in hooking up to City water when the road is extended. This plan does <br />not call for utility lines to be extended but to allow a connection for the <br />parsonage. Utilities will be extended when the balance of the property is platted. <br />Parcel C can be connected without a street extension. <br />Mr. Dunn asked if there are shoreline restrictions that would impact changing this <br />property from its current zoning to R -1. <br />Mr. Brixius stated that the one benefit of retaining R -3 zoning would be to allow <br />multiple family housing in close proximity to the lake. There is a precedent to <br />lower density in this district, and this development will be similar to what already <br />exists. <br />Chair Schaps asked if any comments have been received from neighbors. <br />Ms. Wyland stated that she has not received any. <br />Chair Schaps declared the public hearing open at 7:30 p.m. <br />Mr. J. P. Houchins, of Stagecoach Trail, asked if a park dedication would be <br />given at the time of the preliminary plat. <br />Ms. Wyland stated that the preliminary plat would have to be reviewed by the <br />Park Board for a park dedication. Most likely the dedication would be in the form <br />of cash. <br />Mr. Houchins asked what would happen if the church decides not to develop the <br />property for 20 years. Is this not the time to negotiate? <br />Mr. Raymond Byer, Chairman of the Board of Trustees at Gethsemane Church, <br />stated that the church has plans to develop the land within the next two or three <br />years. <br />
