He was supported by Mr. Herr. Motion <br />carried unanimously, 7 -0. <br />Mr. Johnson made a MOTION to approve the preliminary plat as presented and was <br />supported by Mr. Dunn, subject to the following conditions: <br />1. The preliminary plat is revised such that Lot 6 and Outlot A are combined with <br />the adjacent Surfside Seaplane base property. <br />2. Hanger building materials and heights are specified and found to comply with <br />applicable City requirements. <br />3. Seaplane hangers not exceed 2,400 square feet in size. <br />4. No detached accessory building other than the seaplane hangers are allowed. <br />5. A copy of restrictive covenants to be applied to the proposed residential lots are <br />submitted for City review and approval. Such covenants must address <br />architectural requirements for hangers and include a provision that such hangers <br />are to be used solely for airplane (seaplane) and related equipment storage. <br />6. It is demonstrated to the City that wetland boundaries have been delineated by a <br />qualified individual and drainage and utility easements are placed along all lot <br />lines and over all wetland areas subject to the review and approval of the City <br />Engineer. <br />7. Park dedication requirements are applied as determined by the Park Board. <br />8. Grading /drainage /utility plans are reviewed and approved by the City Engineer. <br />9. All conditions of operation as required by the FAA and/or Minnesota Department <br />of Aeronautics are satisfied. <br />10. Other conditions as recommended. <br />Motion carried unanimously, 7 -0. <br />C. Public Hearing - Highland Meadows, 79th Street, Rezone, Preliminary Plat and <br />Planned Development Overlay (PDO) <br />Chair Schaps declared the public hearing open at 7:59 p.m. <br />Mr. Kirmis stated that North Suburban Development, Inc. has submitted a proposal for <br />166 residential units of mixed density that include 108 single family homes and 60 <br />townhomes in 15 four -plex structures. The development parcel is a 56 -acre tract located <br />on the west side of Lake Drive between Main Street and Barbara Avenue. A number of <br />approvals are requested that include: 1) Comprehensive Plan amendment to change a <br />portion of the suggested land use from single family residential to medium density; 2) <br />rezoning a portion of the property to medium density; 3) PDO to allow flexibility with lot <br />area and width requirements; and 4) preliminary plat approval. <br />Mr. Kirmis stated that there are Comprehensive Plan policies to both support and <br />discourage a change to medium density use. The policy that encourages the change <br />relates to providing a variety of housing styles and option in the City. The policy that <br />discourages the change relates to land use compatibility, as there are several surrounding <br />single family neighborhoods. He noted that the plat is unique in that it covers setback <br />variables along the lot line and adds green space along the front lot lines. If the Board <br />
