• <br />• <br />PLANNING & ZONING BOARD <br />MARCH 13, 1996 <br />objected to animals running loose in the City and depositing feces in <br />other property owners yards. He felt the ordinance needed to be more <br />clearly defined and more restrictive to protect the rights of people who <br />do not have dogs. He stated there had not been a consensus reached <br />at the last two meetings regarding this ordinance. He stated the ease <br />with which a private kennel could go from 2 to 5 to 10 dogs bothered <br />him. He felt the minimum amount of land required for a private dog <br />kennel in residential areas should be maintained at 5 acres. He <br />expressed concern that the maximum number of dogs allowed in a <br />private kennel should be clearly stated in the ordinance. He felt the limit <br />of one litter in a 12 month period per kennel license would allow too <br />many litters. <br />Mr. Gelbmann explained this restricted the owner to "one" litter per <br />kennel license, not per dog. <br />Mr. Robinson explained the input from neighbors was always considered <br />at the public hearing when issuing a kennel license and is included in the <br />conditions of issuance of the permit. If the conditions are not adhered <br />to, the permit will be revoked. <br />Mr. Dunn stated he was concerned that if the requirement for a private <br />kennel was reduced from 5 to 1 acre there would be a flood of people <br />requesting permits. <br />Mr. Robinson noted there had only been 2 applications for a private <br />kennel license in the City in the past 9 years. <br />Police Officer Jeanie Kenow noted some items specific to cats and pot <br />belly pigs. <br />A resident at 6250 Red Maple Lane, felt the ordinance needed to be <br />restrictive in order to prevent nuisances from occurring rather than <br />allowing them to happen and having to resolve the issues after the fact. <br />John Sullivan, commended Mr. Mesich and Mr. Schones for their work <br />on the ordinance and stated it had been a pleasure to work with them. <br />He felt the group who worked on this ordinance had diverse input and <br />had made an attempt to work towards the center. He noted it had been <br />stated there was not a consensus in the group but he felt there was. He <br />felt the group had toughened up the ordinance. He stated by allowing <br />17 <br />
