PLANNING & ZONING BOARD <br />JUNE 12, 1996 <br />Mr. Dunn made a MOTION to rezone the eastern portion of the site (air strip accessible lots) <br />from General Business to R -1X, Single Family Executive. Mr. Gelbmann seconded the <br />motion. Motion carried 6 -0. <br />Mr. Herr made a MOTION to recommend approval of the PDO overlay of air strip accessible <br />lots to accommodate oversized accessory buildings. Ms. Dahl seconded the motion. Motion <br />carried 6 -0. <br />Mr. Gelbmann made a MOTION to recommend approval of the preliminary plat with the <br />conditions listed below from the staff report and including the 13th condition stated above. <br />1. The preliminary plat is revised such that Lot 6 and Outlot A are combined with the <br />adjacent Surfside Seaplane Base property. <br />2. Hanger building materials and heights are specified and found to comply with <br />applicable City requirements. <br />3. Seaplane hangers shall not exceed 2,400 square feet in size. <br />4. No detached accessory buildings, other than seaplane hangers, are allowed. <br />5. A copy of restrictive covenants shall be applied to the proposed residential lots and <br />submitted for City review and approval. Such covenants must address architectural <br />requirements for hangers and include a provision that such hangers are to be used <br />solely for airplane (seaplane) and related equipment storage. <br />6. It is demonstrated to the City that wetland boundaries have been delineated by a <br />qualified surveyor. <br />7. Drainage and utility easements are provided along all lot lines and a drainage <br />easement is provided over the site's wetland. This issue should be subject to further <br />comment by the City Engineer. <br />8. All park dedication requirements as determined by the City Park Board are <br />satisfactorily met. <br />9. A grading and drainage plan shall be submitted. Such plan shall be subject to review <br />and approval by the City Engineer. <br />10. All conditions of operation, as required by the FAA and/or Minnesota Department of <br />Aeronautics, are satisfied. <br />11. The City Engineer shall provide comments and recommendations in regard to utility <br />issues. <br />12. Comments from other City staff. <br />13. The City of Lino Lakes shall focus on obtaining additional business related property <br />in the area for an equitable land exchange for the property rezoned R -1X. <br />Mr. Dunn seconded the motion.
