PLANNING & ZONING BOARD <br />JUNE 14, 1995 <br />Residential for the western single family portion of the <br />proposed subdivision subject to the following condition: <br />A. City approval of the Willows Ponds Subdivision. <br />Mr. Brixius indicated staff would recommend approval of <br />the request of the Willow Ponds Preliminary Plat subject <br />to the following conditions: <br />A. All access points from County Road 12 are <br />subject to approval by the Anoka County Highway <br />Department. <br />B. The submitted grading plan is subject to review <br />and approval of the City Engineer. <br />C. The submitted utility plan is subject to review <br />and approval of the City Engineer. <br />D. The Fire Chief proved recommendation in regard <br />to preferable fire hydrant locations. <br />E. Comments from other City staff. <br />Mr. Mesich expressed concern with driveway accesses onto <br />Elm Street. <br />Mr. Herr inquired if Elm Street will be upgraded. Mr. <br />Powell indicated until the turnover from the County is <br />complete, it is the County's decision. He indicated <br />there is a potential site of a middle school north of Elm <br />Street. <br />Mr. Powell indicated the City Council has authorized a <br />traffic study and a feasibility study to review the <br />impact of the proposed school. Mr. Powell indicated <br />recommended accesses from the school are oriented toward <br />Lake Drive. <br />Mr. Johnson inquired if there is a walking trail on the <br />site. Mr. Powell indicated there is a trail on the north <br />side of Elm Street in front of the townhomes and single <br />family homes. <br />Mr. Mesich inquired if there would be an alternative if <br />the rezoning was not approved. Mr. Brixius indicated it <br />is his opinion the R -1 use is more compatible, although <br />there would be options under the PDO. <br />Mr. Brixius reviewed the requirements of rezoning, he <br />indicated this application meets the criteria <br />established. <br />12 <br />
