CONCEPT REVIEW - Otter Creek Estates, Roger Kolstad
Mr. Roger Kolstad was present representing North Suburban
Development and requesting concept review of an 80 acre
subdivision proposing 180 single family R -1 lots. The
property is on the eastern side of I -35E just south of
Cedar Street. Homes are anticipated to be valued between
$110,000 and $130,000.
Planning Consultant Brixius presented several preliminary
comments some of which are highlighted below:
- Rezoning will be necessary from R to R -1
- Comprehensive Plan indicates site as RE, Rural
Expansion with utilities to be provided after the year
2010. Proposal not consistent with the Plan and may be
considered "leap frog" development and possibly premature
- Property is located within the MUSA
- Areas within the 100 year flood plain need to be
delineated as do other wetland areas. Park land can not
consist solely of wetland and must be reviewed and
approved by Park Board
- Ordinance No. 92 -93 provides for a policy on the
location of new development and states that the developer
must demonstrate that any new development will be cost
effective
