Mr. Houle added his site is currently <br />farmed on a rental basis. <br />Mr. Mesich indicated concern regarding the statement from the <br />State of Minnesota indicating that such a request is contrary <br />to State Statutes. <br />Mr. Will Lauer, 80th Street, was present and stated that if <br />this property is rezoned, any commercial use could be <br />permitted. According to the R -BR Zoning Classification, <br />development is to proceed from Co. Rd. 14 and then northerly. <br />He was not in favor of this rezoning. Mr. Bill Lauer was also <br />present and stated that three or four years ago, Mr. Houle <br />promoted the R -BR Zoning classification - now he has it. He <br />did not like the idea of rezoning to commercial. Mr. Steve <br />Schwister also expressed concern about the domino effect <br />should this property be rezoned. Would the 240 acres be next. <br />He did not move into the area for it to become commercial at <br />this time. <br />Mr. Houle stated that he would be willing to give the Board a <br />letter that he has no intention of developing at this time. <br />The rezoning is only to allow four (4) advertising signs. <br />Kathy Nordine stated that the Board should consider the <br />overall picture. We will be opening up the property to a <br />variety of uses, she also expressed concern about a domino <br />effect. Chairman Schaps agreed and stated that if the only <br />reason is to allow the advertising signs - that is against <br />State Statutes. <br />Ed Schones made a MOTION and was supported by John Landers to <br />deny the rezoning as requested. All voted aye. Motion carried <br />to deny rezoning. <br />E. 93 -7 -P, Steve & Pat Leese, 74 Marvy Street, Blanket <br />Subdivision for Lots North of Apollo Drive. <br />Mary Kay Wyland reviewed the staff report which requested <br />approval of a "Blanket Subdivision" for Lots 5 & 6, Block 11 <br />and Lots 1 through 6, Block 12 to split off approximately the <br />south 160 feet of their property into two building sites. <br />These new sites would be served by utilities off Apollo Drive. <br />As a condition of approval, staff is recommending that the <br />property owners sign a form indicating they will not petition <br />against utilities when and if they are extended on Marvy <br />Street. <br />Mr. Leese was present and had a serious objection to the <br />requirement that he not be allowed to petition against the <br />extension of utilities on Marvy Street. He stated that he was <br />not aware that this would be required and would like an <br />
