Unsewered Lots: Planning Consultant Brixius explained that <br />there appears to be a void in the ordinance in relation to <br />unsewered lots in the R1 Zoning District. The Council has <br />passed an emergency ordinance to prohibit development on less <br />then 10 acres when sewer is not available. Mr. Brixius <br />reviewed a proposed Ordinance Amendment which would replace <br />this emergency ordinance. <br />After some discussion the P & Z agreed that one acre lots <br />could be split from the balance of a parcel ear - marked for <br />development provided the one acre lot was able to hold an on- <br />site system with an alternate site. <br />Mr. Brixius will prepare an ordinance for a Public Hearing at <br />the September 8, 1993 meeting. <br />B. Buildable Area: Mr. Brixius explained that an <br />inconsistency exists between the zoning and subdivision <br />regulations in regard to the definition of lot area. The <br />zoning ordinance provides that buildable area must be above <br />the 100 year floodplain. However, past practice has been to <br />allow this 100 year floodplain area to be included in <br />buildable area. The Subdivision Ordinance provides that area <br />is to be calculated above the OHW, which provides greater <br />flexibility in determining lot area. The Federal Emergency <br />
