Additionally, <br />the amendment allows existing homes to reduce their lot size <br />if the balance of the property is 10 acres in size or is <br />serviced by public sewer. <br />Mr. Gelbmann made a motion recommending approval of the <br />ordinance and was supported by John Landers. All voted aye. <br />Motion carried. (Ordinance attached) <br />E. PUBLIC HEARING: An Ordinance Amending the City Zoning <br />Ordinance Concerning Buildable Lot Area <br />Mr. Brixius explained that he has provided two options for the <br />P & Z to consider in reference to buildable lot area. The <br />first option is based on the P & Z recommendation that all <br />lots must meet minimum area requirements above the 100 year <br />floodplain and wetland boundaries. <br />The second option provides more flexibility and allows <br />floodplain infringement on lots provided all floodplain <br />ordinance provisions are met. Additionally up to 10 percent <br />of the minimum lot area required may consist of wetlands, <br />watercourses or other unbuildable land. <br />There was much discussion regarding this Ordinance. Ed <br />Schones indicated that the staff has done a good job with this <br />ordinance but questioned what the long range plan is. He is <br />very cautious in this area and believes we need better <br />planning than there has been in the past. We have a poor <br />flood insurance rate map and need more information concerning <br />high water tables. Mr. Gelbmann indicated concern that people <br />do not understand the implications of the wetland and <br />floodplain areas. He suggested using a figure such as 90% of <br />the 100 year flood. We need flexibility but also assurance <br />that we do not have flooding. <br />After some discussion Ed Schones made a motion and was <br />supported by John Landers to continue the public hearing on <br />this item until the October 13, 1993 meeting of the Planning <br />& Zoning Board. The item will also be discussed at a work <br />session on September 30, 1993. <br />F. Public Hearing: An Ordinance Regulating Adult Use <br />Activities and Businesses <br />Mr. Brixius explained that a new public hearing is being held <br />this evening because they had received some erroneous <br />information from the 1987 Comprehensive Plan concerning <br />buildable area.
