III 92 -15, 92 -19, Apitz Garage, 325 Birch Street, Amended Conditional <br />Use Permit <br />Al Brixius reviewed this request which is to construct an addition <br />onto the existing building at 325 Birch Street. Mr. Brixius and <br />the owner, Mr. Grubs, met prior to the meeting and reviewed the <br />staff report. During their meeting Mr. Grubs commented on some <br />history items included in the staff report. (a) He stated that <br />there is exterior storage at this time because one of his buildings <br />was damaged in a storm and thus removed. (b) The existing sign has <br />previously been approved by the City. (c) The property owner to the <br />north has farmed the site up to the property line and would prefer <br />no screening. Mr. Grubs indicated he would be glad to install <br />screening when the farming operation ceases. (d) Mr. Grubs has been <br />working with the County regarding the ditch problem and the access <br />drives have been ok'd by the County. <br />• <br />Mr. Brixius has recommended that the green area be increased on the <br />north /west corner & parking spaces be removed in this area, a three <br />year time limit is proposed to facilitate the paving of the north <br />and east sides of the site, setback flexibility be allowed on the <br />parking area, and a single row of 6' evergreens be installed on the <br />north property line when the property owner stops farming the site. <br />He recommended drafting a detailed conditional use permit outlining <br />all conditions to be imposed and setting forth the specific time <br />frame governing these conditions. <br />Tom Mesich moved approval of the Amended Conditional Use Permit <br />with the following conditions: <br />1. Provide a modified site plan as recommended by the Planner. <br />2. Allow variance for parking area 5' from property line. <br />3. Screening to be provided on north side of property when <br />landowner quits farming. <br />4. Rear and side parking areas to be paved within three years. <br />Mr. Mesich also requested that the Planning & Zoning Board be <br />allowed to review the conditional use permit prior to Council <br />action if possible. Mr. Robinson seconded the motion. All voted <br />aye. Motion carried. <br />92 -16 Gethsemane Church, 7220 Lake Drive, Site Plan Review <br />Mary Kay Wyland reviewed this request which is to construct a <br />storage building on the church property. The staff recommended <br />approval of the request with the following conditions: <br />-the outlet structure be installed as per the submitted <br />site plan. <br />- elevations for the ponding area be verified for proper depth and <br />size. <br />- floor elevation of storage building be minimum of 902. <br />- storage building be landscaped in accord with existing church <br />structure. <br />
