• <br />• <br />PLANNING AND ZONING WORK SESSION <br />August 9, 1989 <br />The Worksession began at 6:30 p.m. in the Lino Lakes <br />Conference Room. Members present were: Charles Prokop, Alan <br />Irwin, Robert King, and Al Robinson. Also present were City <br />Planner, John Miller; Building Official, Pete Kluegel; and <br />Planning Secretary, Laura Elken. <br />The board discussed establishing a policy as to the <br />subdivision of rural parcels. Several ideas were brought up <br />from claiming easements around the perimeter of the land to <br />asking the applicant to hire a surveyor and platting out <br />streets. <br />John Miller suggested that City Engineer, Ron Stahlberg look <br />at these individual parcels, and ask him to determine where <br />the road should be placed. That will cost the city some <br />money, but the city would have control over the street <br />placement, and it wouldn't cost the city near as much as if <br />the applicant had to bear the expense. Alan Irwin said that <br />it would cost as much as $5,000 for a surveyor to plat out a <br />20 acre parcel, and it would just take a couple of hours for <br />the cit engineer to establish road placement. <br />John Miller would like to see the minimum lot size in a rural <br />zone to be 20 acres instead of 10. He feels it is much <br />easier to subdivide a 20 acre parcel, and he sees a potential . <br />problem in the future, how is the city going to handle <br />subdivision of many 10 acre lots. Charles Prokop said he was <br />ambivilant on a 10 acre or 20 acre minimum. <br />The board decided on a two part decision. First of all <br />regarding subdivision of rural land in areas where there <br />already exists a city street map as worked out by the City <br />Engineer, Ron Stahlberg. In those areas where the city <br />street map exists, easements would be granted to the city, so <br />that this property could be tied into these city streets. <br />The second part reads that in areas of the city that have not <br />yet established city streets by the city engineer, when land <br />is subdivided, the city staff and city engineer would be <br />called in to recommend to land owners where the city streets <br />would probably be located, and easements would be granted <br />based on recommendations by the city engineer. <br />The proposed roads will be on the title, and will be legally <br />filed at the court house. <br />Meeting adjourned at 6:59 p.m. <br />
