Based upon City Staff input, the following modifications to the Park <br />Plan were incorporated into this analysis. <br />• <br />• <br />1. 2.2 miles of trails were deleted from the plan on the basis that the segments were no <br />longer needed or impractical to construct/implement. <br />2. 114.9 acres of future parkland were deleted from the plan on the basis that existing <br />development precludes further acquisition or is impractical based upon physical <br />constraints. The specific park and land areas affected are identified as follows: <br />• 6.0 acres deleted from Highland Meadows Park <br />• 0.9 acres deleted from Behm's Century Farm <br />• 4.5 acres deleted from Birch Park <br />• 3.0 acres deleted from the Woods of Baldwin Lake Park <br />• 4.5 acres deleted from Clearwater Creek Park <br />• 36 acre C -2 future Community Park deleted <br />• 50 acre A -3 future Athletic Complex deleted <br />• 10 acre JU -4 Joint Use Park deleted <br />3. The resulting park plan calls for development of 313.3 acres of community parkland <br />including the 70 -acre Community Athletic Complex and the addition of 77 acres of <br />land indicated as follows: <br />• 3.0 acres for park M -4 (Future mini park south of Ward's Lake) <br />• 8.0 acres for park N -1 (Future neighborhood park East of Lake Drive and <br />North of Evergreen Trail) <br />■ 7.0 acre addition to Arena Acres Park <br />• 8.0 acres for park N -4 (Future neighborhood park on Bluebill Lane North of <br />Main) <br />• 1.5 acre addition to Rice Lake Estates Park <br />■ 4.5 acre addition to Brandywood Park <br />• 9.0 acre addition to Country Lakes Park <br />• 36 acre addition to City Hall Park <br />City Staff provided a summary of existing and planned park facilities and trails, which <br />were used to establish the value of the existing park/trails system and identify costs to <br />complete the community system. A major component of the system is land and to <br />determine present land values for Lino Lakes, a review of land sales records <br />(certificates of real estate) from the Anoka County Assessors Office for 2000 and 2001 <br />was conducted. The land sales records revealed the following: <br />1. Raw land sales for property within the MUSA ranged from about $22,600 to <br />$30,000 per acre with an average of $26,300 per acre for residential properties. <br />2. The land value identified at the time of preliminary plat (for the purpose of <br />calculating park dedication), for Bluebill Acres and Highland Meadows ranged <br />from $23,164 to $26,023 dollars per acre. <br />7 <br />Lino Lakes <br />Park Dedication Analysis <br />
