• Anoka County Assessor estimates that the value of land increases by at least 30% <br />due to platting as opposed to raw land value. <br />2. Based upon the analysis provided herein, the per residential unit charge to complete <br />the planned park and trail system plan should be established at $1,780 dollars per <br />unit. <br />3. The City will need to generate $3,943,384 dollars through sources other than park <br />dedication fees to equip the existing park and trail system to meet the needs of <br />current residents and accomplish 50% of the planned system. <br />4. Exhibit C "Existing Park Service Area Map" and Exhibit D "Lino Lakes Park/Trails <br />Facilities Chart" identify the land areas and proportion of existing versus future <br />development that are serviced by park facilities. These documents should be used <br />to develop individual findings per subdivision concerning the rough proportionality <br />that the development will have on the park system. The determination of dedication <br />requirements based upon the value of the property at the time of final plat is <br />consistent with Minnesota Statutes, will provide individualized determinations, and <br />will result in equity between developments required to give cash and developments <br />required to provide land dedications. <br />• Attachments: <br />Exhibit A - Letter from William G.
