The preliminary plat indicates eight <br />single - family residential lots. Access to seven of the lots would be via a bridge extending from <br />Ruffed Grouse Road. <br />The Comprehensive Park and Trail System Plan identifies, "the island," as a mini park (park <br />name M -4). I have included the relevant information from the Comprehensive Park and Trail <br />System Plan. <br />The city was not able to obtain, "the island," through the park dedication process of the previous <br />Pheasant Hills developments. Unless the city is interested in purchasing, "the island," it appears <br />that this proposed park is not practical. Given the already limited size, it doesn't make sense to <br />consider developing a small portion of the island for a park. In my opinion, a 100 percent cash <br />dedication makes the most sense. <br />Since Quail Ridge Park is in close proximity to the proposed development, dollars obtained <br />through park dedication can be used to develop Quail Ridge Park. (The amount of the cash <br />dedication would be 513,320). A paved trail segment is currently located near the northern end <br />of Ruffed Grouse Road and connects to the future Quail Ridge Park. <br />It should also be noted that the Comprehensive Park and Trail System Plan identifies a linear <br />trail corridor from Quail Ridge Park to the proposed M -4 Park.
