6 Lino Lakes Parks and Recreation Department 600 Town Center Parkway Lino Lakes, MN 55014 (651) 982 -2440 Fax (651) 982 -2439 January 3, 2002 TO: Park Board Members FROM: Rick DeGardner, Public Services Director SUBJECT: Review Pheasant Hills 12th Addition Preliminary Plat The Pheasant Hills 12th Addition is a 4.5-acre parcel of land ( "The Island ") located north of the Quail Ridge Development and south of Ward's Lake. The preliminary plat indicates eight single - family residential lots. Access to seven of the lots would be via a bridge extending from Ruffed Grouse Road. The Comprehensive Park and Trail System Plan identifies, "the island," as a mini park (park name M -4). I have included the relevant information from the Comprehensive Park and Trail System Plan. The city was not able to obtain, "the island," through the park dedication process of the previous Pheasant Hills developments. Unless the city is interested in purchasing, "the island," it appears that this proposed park is not practical. Given the already limited size, it doesn't make sense to consider developing a small portion of the island for a park. In my opinion, a 100 percent cash dedication makes the most sense. Since Quail Ridge Park is in close proximity to the proposed development, dollars obtained through park dedication can be used to develop Quail Ridge Park. (The amount of the cash dedication would be 513,320). A paved trail segment is currently located near the northern end of Ruffed Grouse Road and connects to the future Quail Ridge Park. It should also be noted that the Comprehensive Park and Trail System Plan identifies a linear trail corridor from Quail Ridge Park to the proposed M -4 Park.
