NEIGHBORHOOD PARK IMPROVEMENTS Neighborhood parks are the cornerstone of the city's parks and trails system and improvements to these parks are a signifi- cant component of the referendum proposal. Neighborhood parks are the basic unit of the park system and often function as the social focus of the neighborhood. The city has an adequate amount of land for neighborhood parks, but lacks the money for development of amenities such as play equipment, basketball courts, park shelters, and trails. If the referendum is suc- cessful, the improvements would start immediately with substantial completion by fall of 2004. The purpose of the trail system is to provide functional pedestrian and bicycle linkages throughout the park system. Trails effectively tie the various parks together to form a comprehensive parks system with an emphasis on enhancing the recreational experience of the user. Trails safely protect users from urban development encroachment and associated vehicular traffic. • Continuous Trail on the North Side of Birch Street from Hodgson Road to Centerville Road The referendum will allow the city to complete the transportation trail along Birch Street. Transportation trails provide an opportunity for travel for pedestrians and bicyclists to and from various parks and neighborhoods as well as in and around the city. These trails are separated from vehicular traffic. This would essentially provide direct access to the recreation complex as well as provide safe pedestrian access to various parks and residential developments along Birch Street. • 12th Avenue — Peregrine Pass to White Oak Road This trail segment will provide a continuous trail on the east side of 12th Avenue from Holly Drive to Birch Street. • Pheasant Hills Development to Regional Park Reserve Trail System This trail project is located in the northeast area of Pheasant Hills. The trail will begin at Sherman Lake Road and connect to th Regional Park Reserve. This trail segment would not only provide direct access to the regional park, but also complete a nice trail loop for residents in the Pheasant Hills Development. The city is still looking at options for determining the exact location. Successful passage of the referendum would ensure adequate funding when a trail corridor is established. • Trail Loop Near Woodridge Estates This trail segment will create a trail loop near Rice Creek Covenant Church which is located in the southwestern corner of the city near the Woodridge Estates Development.
