NEIGHBORHOOD PARK IMPROVEMENTS <br />Neighborhood parks are the cornerstone of the city's parks and trails system and improvements to these parks are a signifi- <br />cant component of the referendum proposal. Neighborhood parks are the basic unit of the park system and often function as <br />the social focus of the neighborhood. The city has an adequate amount of land for neighborhood parks, but lacks the money <br />for development of amenities such as play equipment, basketball courts, park shelters, and trails. If the referendum is suc- <br />cessful, the improvements would start immediately with substantial completion by fall of 2004. The purpose <br />of the trail system is to provide functional pedestrian and bicycle linkages throughout the park system. Trails <br />effectively tie the various parks together to form a comprehensive parks system with an emphasis on enhancing <br />the recreational experience of the user. Trails safely protect users from urban development encroachment and <br />associated vehicular traffic. <br />• Continuous Trail on the North Side of Birch Street from Hodgson Road to Centerville Road <br />The referendum will allow the city to complete the transportation trail along Birch Street. Transportation trails <br />provide an opportunity for travel for pedestrians and bicyclists to and from various parks and neighborhoods as <br />well as in and around the city. These trails are separated from vehicular traffic. This would essentially provide <br />direct access to the recreation complex as well as provide safe pedestrian access to various parks and residential <br />developments along Birch Street. <br />• 12th Avenue — Peregrine Pass to White Oak Road <br />This trail segment will provide a continuous trail on the east side of 12th Avenue from Holly Drive to <br />Birch Street. <br />• Pheasant Hills Development to Regional Park Reserve Trail System <br />This trail project is located in the northeast area of Pheasant Hills. The trail will begin at Sherman Lake Road and <br />connect to th Regional Park Reserve. This trail segment would not only provide direct access to the <br />regional park, but also complete a nice trail loop for residents in the Pheasant Hills Development. The city <br />is still looking at options for determining the exact location. Successful passage of the referendum would ensure <br />adequate funding when a trail corridor is established. <br />• Trail Loop Near Woodridge Estates <br />This trail segment will create a trail loop near Rice Creek Covenant Church which is located in the southwestern <br />corner of the city near the Woodridge Estates Development.
