District needs written notification to terminate the Rice Lake Elementary School Site Agreement <br />by December ls`, and the Centennial Middle School Site Agreement by April 1s` <br />Conclusion <br />The School District is well within their authority to determine what they feel is the best use of <br />indoor gym space. However, the way in which they implemented this policy by notifying city <br />staff five days before the School Board was scheduled to vote is inexcusable. If the CSD staff <br />would have notified City staff only a few weeks earlier, we could have distributed the parks and <br />recreation brochure with accurate program information. This simple action would have <br />minimized a lot of confusion and frustration for everyone involved. Since the City of Lino Lakes <br />is most affected by the new school use policy, an explanation why School District staff decided <br />to notify City staff only five days in advance is warranted. <br />It is unfortunate that the decisions made by the School District have had an adverse effect for <br />those involved, especially the youth and adult participants in our recreation programs as well as <br />participants in other activities (i.e. youth sports associations). Under these circumstances, it is <br />not in the City's best interest to expend the resources necessary to maintain the outdoor <br />facilities. I would suggest that we place this on the October 28th City Council meeting for action. <br />We can certainly discuss this in detail with the City Council at the October 9`h or October 23rd <br />work session.
