Lino Lakes Public Services Department 600 Town Center Parkway Lino Lakes, MN 55014 (651) 982 -2440 Fax (651) 982 -2439 December 4, 2002 TO: Jeff Smyser, City Planner FROM: Rick DeGardner, Public Services Director SUBJECT: Amended Preliminary Site Plan for Century Farm North 1 -7th Additions The Park Board reviewed the Preliminary Parks /Open Space Plan for the Century Farm North 1- 7 Additions (dated 11/18/02) at the December 2, 2002 Park Board Meeting. There was consensus among the Park Board Members that the concerns /issues discussed at the August 5 Park Board Meeting have been addressed. I have identified some issues that should be discussed prior to the final design being completed: Sidewalk along Century Trail — Current plans are to install a 6' wide concrete sidewalk along the southern side of Century Trail, within the right -of -way. The trail begins at Sunset Road and extends to Carl Street. The plan indicates the sidewalk continuing easterly along Carl Street. We need to make sure this sidewalk extension makes sense, depending upon the future plans of the existing Carl Street. Trail along northern most street — The plans currently indicate a 8' wide bituminous trail along the southern edge of the road, from Sunset Drive to the eastern edge of the development. We need to look at the future plans for the property to the east to determine whether an 8' wide bituminous trail will make sense when the road is extended to 4th Avenue. Perhaps we may need to consider a 6' wide concrete sidewalk. Trails within park area — The preliminary grading plan indicates the developer will be grading the entire park area. Past practice has been to have the developer grade and install the base for the trails. However, this should not be done within the park area as depicted on the Preliminary Tree/Landscape Plan. We will need to develop a master plan for the park area, which will include trails. I expect that we will not locate the trails as illustrated. I am interested in being involved in the discussion regarding the application of the Park Dedication Ordinance related to this development. This may be a complicated process to determine what park dedication has already been fulfilled with prior plats. Also, we will need to ensure that the proposed trails along the streets are adequately funded. We may want to indicate in the Developers Agreement specifically what activities (i.e. grading park area, installing trails, etc.) are required along with what City contributions will be committed for the projects � I have also included a copy of my letter dated August , 2002 regarding the origmal pre plat for your review.
