(The draft Park Board Minutes are included in the packet). <br />As indicated at last month's Park Board meeting, the developer will be requesting the City <br />Council to credit the development of the park area and construction of the trails towards the <br />Park Dedication Fee. Subdivision VI of the current Park Dedication Ordinance states, "Where <br />private open space for park and recreation purposes is provided in a proposed subdivision, such <br />areas may be used for credit, at the discretion of the City Council, against the land for cash <br />dedication requirement for park and recreation purposes, provided the City Council finds it is in <br />the public interest to do so." <br />Attached is a cost estimate for the proposed recreation area improvements dated July 25, 2003. <br />Staff is comfortable with the estimated costs. If the Park Board elects to recommend to the City <br />Council that credit be given towards Park Dedication fee requirements, I recommend that the <br />developer not install the asphalt trails along Hodgson Road and Birch Street. Therefore, the <br />developer will commit to developing the recreation area as proposed as well as the 5' wide <br />concrete trails in Phases I — III. The total proposed credit would therefore amount to $174,098. <br />This would result in a cash balance of $82,680.
