Lino Lakes Parks and Recreation Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />May 31, 2000 <br />TO: Park Board Members <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Review Revised Preliminary Plat — Bluebill Ponds (dated 4/28/00) <br />Attached is the revised preliminary plat for the Bluebill Ponds development. The original <br />preliminary plat was discussed at the October 4, 1999 Park Board meeting. The 35 -acre <br />development is located on the south side of Main Street, between Wood Duck Trail and Bluebill <br />Lane. The preliminary plat identified 72 single - family lots and a park dedication of 2.26 acres. <br />The primary difference from the preliminary plat is that access is from Wood Duck Trail. This <br />coincides with the Main Street access management plan that indicates a full access at the <br />intersection of Main Street and Wood Duck Trail. <br />At the March 6, 2000 Park Board meeting the original revised preliminary plat was discussed. <br />The Planning Department became aware of an existing right -of -way on the north edge of Mardon <br />Acres, which abuts the Bluebill Ponds development. The purpose for the existing right -of -way <br />was to allow public access to the northern side of lots of Mardon Acres so they could be <br />subdivided. Neighborhood meetings confirmed that residents desire to have this street. This <br />requires a 30 -foot right -of -way dedication on the southern edge of Bluebill Ponds (Currently <br />Street A). <br />This street location eliminated any additional parkland adjacent to the existing Highland <br />Meadows Park. Therefore, the park dedication for the Bluebill Ponds development will be 100 <br />percent cash. This is estimated to be approximately $95,000. <br />At the March 6, 2000 Park Board Meeting , "Paul Montain made a motion for staff to pursue <br />looking into the purchase of Outlot D in Highland Meadows Subdivision. Staff shall work with <br />the developer of Bluebill Ponds to enhance and create trails to offer residents access to Highland <br />Meadows Park, with the understanding that if the road alignment changes, the Park Board will <br />have to review the plan again. The cash dedication will be used in the development of Highland <br />Meadows Park. <br />The suggested trails are as follows: <br />Street A along south end of Block 3, Lot 7, between the proposed pond areas to between <br />Lots 13 -14, to Street B. <br />Street B cul -de -sac to Street D cul -de -sac, between Lots 31 -32. <br />
