SPECIAL COUNCIL WORK SESSION MARCH 21, 2000 <br />STADIUM UPDATE, BRIAN WESSEL <br />Staff advised there will not be a presentation of the stadium plan at the Council work <br />session March 22, 2000. A meeting was held last week and a sketch was presented to <br />City staff and Mayor Bergeson. <br />Staff continued stating Mr. Babacas will be in town on March 29, 2000. It is probable <br />that he will accuse the City of standing in his way of the project. Staff advised Council <br />Members and City staff to be aware of what is said to the press. <br />Staff distributed a copy of the press release regarding the stadium. The press release <br />indicates a formal application has not yet been made. Staff reviewed the <br />proposed changes in de d n • a ted the area of change on the map. <br />Staff reviewed the s .arding existing commercial /industrial MUSA. Staff <br />advised residential (including reserve) was indicated as 402 acres at 1999 -year <br />end. The amount of "a +mmercial/industrial MUSA was indicated as 241 acres at 1999 - <br />year end. Staff advised the big question relating to the plan is how much MUSA should <br />be requested. <br />Staff referred to the handout regarding cluster housing. Cluster housing is a method of <br />saving land: either for permanent open space and other valued features or for future <br />development. The draft Plan indicates both types. Staff referred to pages 81 -83 of the <br />draft Plan. Housing lots are made smaller and designed in a compact arrangement. The <br />remaining land is then preserved, either temporarily or permanently. The number of lots <br />doesn't change (unless future development is allowed). Less land is developed, more <br />land is saved. <br />Mayor Bergeson suggested staff use a different term for one of the types of clustering so <br />the meaning is clear. <br />2 <br />
