Based on these sources, staff is confident that a qualified applicant can be found. Staff is proposing to conduct interview on March 30 and 31, 2000. The next regularly scheduled Council meeting is April 10, 2000. Therefore, staff is requesting permission to extend a conditional offer of employment as soon as the administrative hiring process is completed. This would save the City almost a month, based on a two -(2) week notice to any current employer. Council Member Carlson moved to allow staff to extend a conditional offer of employment for the receptionist position prior to the next Council meeting. Council Member Dahl seconded the motion. Motion carried unanimously. FIRST READING, Ordinance No. 00 — 05, Grant City Administrator/Designee Authority to Investigate the Background of New Employees (3/5 Vote Required), Dan Tesch — Staff advised that in order to the Police Department to conduct a criminal background investigation of job applicants on the City's behalf, an ordinance is required. Staff referred to the ordinance, which will amend the personnel section of the City code. Council Member O'Donnell moved to approve the FIRST RE • i .r ance No. 00 — 05, as presented. The Lino Lakes Lions C is requesting to hold a raffle and tipboards at a fundraising spaghetti dinner being held at St. Joseph Church on Saturday, April 8, 2000, from 3:00 p.m. to 9:00 p.m. Mayor Bergeson noted there are a couple Council Members that are members of the Lions Club. He asked if there is a conflict of interest relating to the vote on this item. The City Attorney advised all Council Members could vote on this item because there is no direct financial interest in the action. Council Member Dahl moved to adopt Resolution No. 00 — 37, as presented. Council Member Carlson seconded the motion. Motion carried unanimously.
