•
•
•
SPECIAL COUNCIL WORK SESSION APRIL 12, 2000
Mr. Smyser noted the mixed use, highway, and civic district standards. He next
addressed the concept of a floor area ratio, which considers the ratio between the floor
area and size of the lot as opposed to the size of the building or maximum impervious
area. It is desired to have high- density commercial development that would encourage
higher density arrangements. Mr. Smyser stated they would like to see some type of
residential uses on the upper floors of commercial buildings.
Mr. Smyser noted the many illustrations and charts contained within the design standards
which are extremely helpful. He explained situations where the build -to lines would not
govern. The building height will be addressed in the mixed -use area with both minimum
and maximum building heights. He noted the information relating to the concept of
towers, an architectural feature that exceeds the height of the other buildings to create
visual foci to attract people both visually and physically.
Mr. Smyser reviewed the setbacks, building articulation to provide visual interest, and to
define the character of the area. He commented on the importance of assuring big box
buildings are flexible in their use beyond one type. Architectural s will also
include exterior building materials, styles, and to extend that t ' <ural tail along the
side and back of the building. He noted the information on r• o Lion, which
will be encouraged, though not required. Mr. Smyser re w e ' irement for
screening service areas, types of screening and its log n c of shared parking,
and on- street parking in an effort to reduce vas eas. He noted that on- street
parking also separates traveling vehicles from -destns. he Design and Development
Guide requires a certain number of tre e :., ' lot based on the number of
parking stalls. He explained this s- oa s t at can be considered by the site
designer. Another aspect of p. _ , t. +cat'= retail uses in the lower level of parking
structures.
Mayor Bergeson a the option of underground parking areas. Mr. Smyser stated
that is a definite p• ov •ending on how it is accessed and is addressed in the
residential section o euide.
There being no further business to discuss regarding this issue, the meeting was
adjourned at 6:35 p.m.
These minutes were considered, corrected and approved at the regular Council meeting held on
M, 8, 2000.
1 k /.1 .1 ' :)i74' L
Ry-
hel Gaustad, CMC City Clerk
Transcribed by:
Carla Wirth
TimeSaver Off Site Secretarial, Inc.
3
Joh Bergeson, Mayor
