COUNCIL MINUTES JANUARY 24, 2000 <br />Authority held a public hearing regarding a proposed $110,200 business subsidy in the form of <br />Tax Increment Financing to H & L Mesabi for the construction of a 15,000 square foot facility in <br />the Apollo Business Park. <br />A new state statute requires that a public entity — in this case the EDA — finds that the granting of <br />a subsidy meets the best interests of the City. As required by state statute, the Council is required <br />to also approve the subsidy. <br />This subsidy is to write down a portion of the cost of land and assessments on the project <br />according to the terms of a development agreement. <br />Staff recommended approval of the business subsidy for H & L Mesabi. It was noted that the <br />approval is continent upon project approval. <br />Council Member Carlson moved to approval the business subsidy for H & L Mesabi, as <br />presented. Council Member O'Donnell seconded the motion. Motion carried unanimously. <br />Resolution No. 2000 — 11 can be found at the end of these minutes. <br />FIRST READING, Ordinance No. 03 - 2000, Rezone a Portion of Highland Meadows to R- <br />3 (4/4 Vote Required) — Mary Kay Wyland — Staff advised at the January 10, 2000, Council <br />meeting, Council approved the rezoning of less than one (1) acre of land from R -1 to R -3. The <br />purpose was to allow the Highland Meadows developer to move the location of one (1) four -(4) <br />unit townhome building. This was necessitated by the wetland mitigation plan, which preserves <br />some wetland in the area previously approved for the building.
