Planning & Zoning Board <br />January 12, 2000 <br />Page 4 <br />Staff recommended approval of minor subdivision and variance based on conditions. <br />Staff noted Mr. McDonough does have a buyer for both parcels. <br />Chair Schaps clarified the variance is needed for a subdivision less than 10 acres that is <br />not served by City sewer. He asked how long the applicant has owned the property. Staff <br />advised Mr. McDonough has owned the property since 1982. He was advised in the mid <br />80's that City sewer was coming soon. Staff noted that it is unlikely utilities will be <br />available in this area unless a development goes in enabling the City to assess the costs. <br />Mr. Zych asked about the large wetland in the area. Staff referred to a map pointing out <br />the wetlands noting that the property is developable. <br />Chair Schaps asked if the applicant will be building on the 4± <br />the applicant has a buyer for the larger parcel. Different configurations for the one acre parcel were looked at. <br />Mr. McDonough stated he has someone interested in the larger parcel to build a home on <br />the site. The builder may eventually want to split the lot for his children. <br />Mr. Rafferty asked how the subdivision fits into the draft Comprehensive Plan. Staff <br />advised Mr. McDonough has no intentions of pursuing multi- family zoning. Staff will <br />recommend keeping the area residential. <br />• <br />• <br />• <br />
