Council Member Dahl seconded the motion. <br />Motion carried unanimously. <br />Consider Approval of Special Election Schedule of Events for Year 2000 (3/5 Vote <br />Required) - Ry -Chel Gaustad - Staff indicated the proposed schedule is for events for the Year <br />2000 special election which would conclude March 14, 2000 which is in compliance with State <br />laws and the City Charter. Staff recommended approval. <br />Council Member Neal moved to approve the special election schedule of events for Year 2000, <br />as presented. Council Member Dahl seconded the motion. Consider o <br />and then the applicant a <br />must act or receive an agreement from the applicant for an additional extension. <br />Mr. Smyser presented a colored site plan, noting the footprint of the two -story building, floor <br />area, and front elevation. He noted the area of grading needed for the site and construction of <br />parking which is planned in Phase 1, with Phase 2 requiring an amendment to the Phase 1 CUP, <br />if granted, and an additional site plan approval. He explained the applicant desires to grade the <br />entire site at this time to avoid a second disturbance. Since this is a CUP, the standard list of <br />conditions as identified in the ordinance are considered as well as the church use. He noted these <br />conditions are identified in the staff report. Mr. Smyser advised that if the findings are met, the <br />Council could consider approval. No utilities are available so two mound septic systems are <br />being proposed. He noted there is adequate area as indicated by a certified septic designer plus <br />the State and County standards must be met. The applicant will install a sprinkler system and <br />underground tank to hold water for fire suppression, which would be reviewed as part of the <br />stic Pines Community Church <br />nditional use permit (CUP) and site <br />the location of the subject property, <br />e ocation of the proposed building and <br />he application was reviewed by the Planning & <br />d du ` to issues of the ordinary high water level.
