COUNCIL MINUTES DECEMBER 20, 1999 <br />Mayor Sullivan stated that hydric soils and the ordinary high water mark are still a contention. <br />She stated that she agreed with Mr. Hawkins that the City has a stricter ordinary high water mark <br />by definition than the State due to the shoreland management ordinance. She stated that in the <br />city's interest, it should be interpreted more tightly. Mayor Sullivan stated this appears to be an <br />over -use of the site since all of the septic is being planned for Phase II as well and the ponding <br />indicates their plan for additional growth. She stated this is a beautiful site but her question is <br />whether this is the best site for the church considering the hydric soils. <br />Mr. Nordness stated the growth projected is to be able to handle at least 600 parishioners under <br />the proposed structure. He stated that he does not know if Phase 2 will ever happen but they <br />have tried to address all the potential issues. <br />Council Member Bergeson asked when this item could return for consideration if it is denied at <br />this time. <br />Mr. Smyser stated that the deadline is tonight so it needs to be acted on or an extension granted <br />by the applicant. If denied, there would be a waiting period before rea.� .
