CITY COUNCIL WORK SESSION JANUARY 19, 2000 <br />Conditional Use permit. Staff noted outside storage used to be in the ordinance but was <br />taken out for no apparent reason. Staff reviewed the special revisions that would be <br />included in the ordinance. Adherence to conditions would be required prior to site plan <br />approval. <br />Council Member Carlson suggested interim use permit be used for this project. She <br />stated it might be better for citizens if an interim use does expire. <br />Staff advised that was discussed. H & L Mesabi is not comfortable with that in case the <br />site is sold. They want the same uses available to a new owner. <br />Staff referred to the EDA agenda noting the H & L Mesabi items. <br />Representatives for H & L Mesabi came forward and stated they were very surprised <br />about the oversight of outdoor storage. The stated the business will be aesthetically <br />appealing. The project has been worked on for over nine (9) months. <br />Council Member Carlson expressed concern is regarding chan <br />request of Economic Development rather than the consensu <br />seems to be driven by the need of a company. <br />nce by <br />e ordinance <br />The representative of H & L Mesabi noted sta ific about the best location <br />for their business within the City. <br />Mayor Bergeson stated there is a limited outside storage within the City <br />and it should be part of the or. r �,�roection. <br />This item will be on the ! cil agenda Monday, January 24, 2000, 6:30 p.m. <br />TEXT AMEND <br />SMYSER <br />CH CONCRETE PLANT (TAGG PROPERTY), JEFF <br />Staff advised Shafer Contracting has received the contract for concrete pavement <br />resurfacing on I -35W from MnDOT. This work is scheduled to take place between April <br />and June /July of 2000. The project area is from Sunset Road north easterly to the <br />35W/35E junction. <br />Shafer Contracting would like to set up their batch plant on the Tagg property (Artie <br />Sandblasting) at 7504 Lake Drive. Temporarily, portable concrete batch plants are <br />needed to conform to MnDOT's specifications /limits for concrete placement within 30 <br />minutes of production. <br />In review of this item staff has concluded that an interim use permit may be the <br />appropriate vehicle to facilitate this proposal. The property is zoned LB, Limited <br />Business and is the only LB District within the City. Staff is proposing an Ordinance <br />6 <br />
