COUNCIL MINUTES JUNE 28, 1999 <br />11Ptaff also referred to a map that shows the property owners who have signed the petition acknowledging they <br />were notified about the party and parade. <br />Council Member Bergeson moved to approve the application for a Block Party on Palomino Lane, as presented. <br />Council Member Dahl seconded the motion. Motion carried unanimously. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />Consideration of Hiring Public Works - General Maintenance Worker - Upon adoption of the agenda, this <br />item was removed. <br />Consideration of FIRST READING, Ordinance No. 16 - 99, Sale of City Property, Behm's Century <br />Farms - The City currently owns an 8.6 acre parcel of land in the Behm's Century Farm Development. With <br />over 175 new homes in the Behm's Century Farm Development, there is a desire and a need to provide a <br />neighborhood park to serve area residents. <br />Mr. Uhde and staff have met on numerous occasions to determine how this park RSA • eveloped. Staff <br />recommendation is to sell approximately 2.25 acres of parkland in exchange . e t op:nt of the remaining <br />parkland. This agreement includes clearing and grubbing, grading, four ` ; ......c.. o• +il import, seeding, <br />and construction of trails including engineering, four (4) inch sub e• t es of bituminous <br />iniEaterial. The development costs are approximately $75,000 s a• d that if development costs are <br />ss than $75,000, he will make up the remainder in ca <br />The preliminary proposal was discussed at b� : e ng on May 3rd. Concerns that were identified <br />at the meeting have been addressed. T allows for four (4) residential lots along Mustang Lane <br />and five (5) residential lots along P �r L, . Sta f referred to the final concept plan, which was distributed <br />to Council. This proposal wa ay and June Park Board meetings. The Park Board <br />recommended approval of thi ' : e proposal is approved, anticipated installation of the playground <br />equipment would be this fall u Dedication Funds that were received from the Behm's Century Farm <br />Development. <br />This proposal is directly linked to the future development of the Molitor property to the north. Mr. Uhde and <br />City staff have made a commitment for a park area that will be more of a destination park. Without any <br />significant revenue sources in the near future to develop neighborhood parks, staff is in support of this proposal. <br />Staff indicated the developer does understand that the City is selling the property without making any <br />commitment to approving any zoning changes or development proposals. The City Attorney emphasized the <br />purchase agreement does not bind the City to anything. <br />Council Member Lyden moved to approve a Purchase Agreement selling approximately 2.25 acres of parkland <br />in exchange for development of the remaining park area as outlined in Ordinance No. 16 - 99.
