• <br />• <br />• <br />CITY COUNCIL WORK SESSION JULY 7, 1999 <br />After further discussion it was the consensus of Council to table this item until the City of <br />Hugo takes action on the preliminary plat. <br />COMP PLAN UPDATE, JEFF SMYSER/AL BRIXIUS <br />Mr. Smyser distributed a memo from Mr. Brixius regarding MUSA requirements that <br />would be included in the proposed Comprehensive Plan. <br />At the last work session, staff discussed how MUSA could be reduced from 890 acres to <br />504 acres. Mr. Brixius was asked to reevaluate the issues related to the MUSA, wetlands, <br />and hydric soils. He distributed a map showing the wetlands, hydric soils and developable <br />land in the City. He also distributed a comparison of actual wetland delineation to the <br />National Wetland Inventory (NWI) maps. A map overlay of wetlands and hydric soils <br />onto agricultural/undeveloped land intersected with proposed land use was also reviewed. <br />Staff indicated that the goal, if the Council thinks it's appropriate,. is to take these results <br />and plug them into the last MUSA analysis proposal to determine t • ° nt of MUSA <br />to be requested. <br />Staff noted that they are not inferring that any land is un = veloper must <br />make that determination. <br />Mayor Sullivan called for a short recess at 8:1 <br />DISCUSS GRANT FOR TWO " E MORTENSON <br />Ms. Waite Smith distribut <br />1993 through 1999. An <br />department for 19 <br />current staff and <br />em•': "`strating the percentage change in staff from <br />demonstrated the desired staffing levels in each <br />004. The final handout indicated the cost to maintain <br />ff. By the year 2001, 14 new employees are needed. <br />Mayor Sullivan requ ted a recommendation for staffing needs in the next year from Ms. <br />Waite Smith. <br />Council discussed a grant for two (2) additional Police Officers at the last work session. <br />At that time Council requested the following information from staff: <br />1. The first three (3) years of employment a portion of the officer's salary is paid <br />by the government. <br />2. Related Increase in budget - Sergeant Mortenson advised the increase in <br />budget is minimal at approximately $600 per officer. <br />
