He <br />outlined several reasons why Otter Lake Ro .r ah_x o accommodate the <br />development. <br />The City received a proposal from <br />convenience store on the s <br />what was needed to s <br />Ts a to construct a gas station and <br />I -35E and Main Street. This proposal is <br />t of I -35E. <br />There are some c east side development as Ms. Tschida needs access to <br />the prope onvenience store and gas station is to be located. With the <br />relocation oad, the park and ride lot will require a convenient access and <br />the location Y ` co ecting street between the old Otter Lake Road and the re- aligned <br />Otter Lake R? d must be determined. Another important issue to be resolved is the owner <br />of the land where the connecting street is proposed to be located is opposed to the <br />construction of the connecting street and demands access to Main Street from his <br />property. Anoka County has already stated that the reason they are assisting with the <br />construction of the re- aligned Otter Lake Road is to eliminate accesses to Main Street <br />between the freeway and the re- aligned Otter Lake Road. If the City allows the property <br />owner access to Main Street, the City risks the loss of financial assistance from the <br />County. <br />Mr. Richard Schreier, the owner of the land where the connecting street is proposed to be <br />located explained that nobody has talked to him about the connecting street. He stated <br />that he does not need the connecting road and objects to the proposed assessments. Mr. <br />Schreier asked why Phelps Road is not being extended to the re- aligned Otter Lake Road. <br />
