• <br />• <br />• <br />COUNCIL WORK SESSION APRIL 8, 1998 <br />viable project. This site is not their first choice for a new Y but they will build here if the <br />City contributes to the project. At this time, the Y is seriously looking at whether or not it <br />is feasible to do a fund raising project for this particular Y. The Y Executive Committee <br />has expressed concern because there will be a limited chance to do fund raising. <br />Staff was asked to explain what the Y brings to the Town Center and the community. <br />Staff responded it would be a gathering place, the area would be recognized by the fact <br />that the Y is there, it would be an amenity for the people who will live in that area and it <br />would be a drawing point to get people to come to the Village. The City would have a <br />recreation facility without the maintenance and management problems. <br />Payment for the City portion of the Y would be through a lease /purchase bond, which <br />would be scheduled for 1999. <br />Council Member Lyden said that he is against the financing that is pr a e felt that <br />the land and the infrastructure are enough incentive from the Ci <br />Staff asked if the Y was not funded to the level requested ., .i d it ` =s three (3) <br />to five (5) years longer to build the Y, what does th. do t Town Center? <br />Staff explained that the Y may no longer be inte Ql =;,� ite the very least, it <br />would make the retail plaza less viable. Staf plained that the Y is a non - profit organization and is very careful about <br />going into competition with each other or other community centers. This particular Y <br />could be partially owned by the City and the contract would outline how the City will be <br />protected. A market study has already been completed and it shows the need for a <br />community center in this area. In addition, Fairview Clinic and the Centennial School <br />District are both interested in becoming a partner in this Y. <br />Council Member Dahl said that she agreed with Council Member Lyden. <br />Mayor Sullivan explained that the 20/20 Vision project and the Quality of Life Survey <br />strongly indicated that the residents want a community center. She suggested that the City <br />support the Y if they could raise a particular level of financing. <br />
