COUNCIL WORK SESSION JUNE 9, 1999
Hydric soils and wetlands were identified by using a combination of several sources'
commonly used for long -range planning purposes. Discussion followed regarding how
much of the hydric soils should be included in the MUSA. The process used to determine
the amount of hydric soils to be included in the MUSA is standard practice and staff
recommended that Council accept Mr. Brixius' analysis.
Council Member Lyden suggested that 50% of the identified hydric soils be added to the
MUSA now as buildable soils. This would increase the buildable MUSA numbers now
but decrease the buildable MUSA numbers needed for 2010 and 2020. Council Member
Bergeson felt that the Council should not be dictating what % to use because it is an
engineering issue.
Staff was directed to work with Mr. Brixius to determine how much of the hydric soils
can be built on. This information will be available at the next work session.
CLEARWATER CREEK, 3RD, DISCUSS DEVELOPMENT
OPEN SPACE MANAGEMENT PLAN, JEFF SMYSER
One of the conditions for approval of Clearwater Creek,
space management plan be part of the development a
reviewed by and receive approval from the Cit i .
CT AND
as that the open
t the contract be
The City uses a "boilerplate" develop • • r Clearwater Creek, 3rd, staff used
this development contract format • 'T:! ges to reflect the conditions for approval
and items in the draft open sp ent lan. She suggested
when 20 acres or mo are involved, staff should contact the DNR. They have a group
that can be of assistance in this area.
Staff noted that the development agreement going before Council on Monday evening is
for the 1st phase of Clearwater Creek, 3rd. This encompasses approximately one -half of
the entire subdivision. Staff was directed to include the entire subdivision when
developing a plan to return some areas to its original natural state.
The tree replacement plan was briefly discussed. Staff noted that a tree preservation plan
is standard in all development agreements. This is also the developers responsibility.
This matter is on the June 14th Council agenda.
PAGE 2
