CITY COUNCIL WORK SESSION APRIL 21, 1999 <br />DISCUSS OPTION AGREEMENT BETWEEN THE CITY AND BLAINE <br />AMERICAN LEGION <br />The City Attorney would like the Council to be informed of the following aspects of the <br />agreement: <br />1. The amount of money paid in exchange for the option is non refundable but <br />will be applied to the purchase price in the event of a sale. <br />2. Section 1.1 - Council must approve the sale of the property. Council can <br />determine the sale price regardless of the appraisal. <br />3. The term of the option is six (6) months. <br />Council directed staff to ask the City Attorney to revise the agreement tooeead "The price <br />will be negotiated with the City Council ". <br />The amount of the option payment was discussed. Waite <br />Smith would find out how much the City Attorney c 'es 3 •r a c � �� g the agreement <br />before making this decision. <br />It was noted that the builder of the n n "__. b_" ility appraised the new building at <br />$350,000. <br />This item will appear c 3- at the Council meeting Monday, April 26, <br />1999. <br />N (COMP PLAN)UPDATE, JEFF SMYSER <br />Mr. Wessel advised that a meeting with the Metropolitan Council was held last week. <br />June 26th is the target date for the proposed resubmission of the Comp Plan including <br />Metropolitan Council's comments to the City Council. A recommendation from the <br />Metropolitan Council will be reviewed at the June 21, 1999, Council work session. <br />A memo titled MUSA Needs For New Growth and Existing Homes was reviewed in <br />detail. <br />Council Member Lyden's additional concerns regarding the Comp Plan include a quality <br />issue, regulatory mechanisms, and the percent used for the overage factor for MUSA. <br />A tentative concensus regarding MUSA was reached: Mr. Smyser will recalculate the <br />MUSA numbers using a flexibility /overage factor of 12.5%. A MUSA bank will be <br />established for the Commercial and Industrial areas, another MUSA bank will be <br />2 <br />
