COUNCIL WORK SESSION SEPTEMBER 3, 1997 <br />ENVIRONMENTAL AFFAIRS COMMITTEE, MAURINE DAVIDSON & J. P. <br />HOUCHINS <br />Ms. Davidson and Mr. Houchins presented a handout to the Council and staff. The <br />Environmental Affairs Committee is proposing that a professional consultant prepare a <br />Natural Resource Inventory. The need for a long range plan to manage the natural <br />resources was explained as well as how the committee came to the conclusion that an <br />inventory is needed before a management plan can be developed. <br />The Natural Resources Inventory will cost approximately $60,000 and will take <br />approximately two (2) years to complete. Mr. Houchins explained that once the Inventory <br />is completed, it would be another tool that can be used in identifying areas of importance <br />in newly proposed plats. This tool will insure that all plats are environmentally based. <br />Staff explained that a Natural Resource Inventory is an essential step in completing the <br />Comprehensive Plan and would work into the GIS system. <br />The Environmental Affairs Committee proposed that the Natu s r entory be <br />prepared by Brauer & Associates and Applied Ecological o ` xpressed <br />agreement with the proposal to have the Inventory pr e y o tart noting that <br />this takes the emotion and politics out of the pr <br />Council directed that proposals for c <br />finalized before the 1st of the n <br />proposed that the City ap <br />Inventory. If a grant is <br />e the Inventory be advertised and <br />vi mental Affairs Committee has <br />f.� =` e�' t ma ce at least a portion of the cost of the <br />the project should be included in the 1998 Budget. <br />Ms. Davidson an hins were asked to consult with Mr. Asleson on this project. <br />AUTOMATIC TER READING ORDINANCE, NO. 26 - 07, DAVID AHRENS <br />Mr. Ahrens explained that there is new technology for reading water meters. He presented <br />a draft ordinance that would allow the City to use the new technology. Staff has prepared <br />an ordinance requiring new water meters be installed in all new home and business <br />construction. Later, a plan to convert the existing meters would be implemented so that in <br />the near future, all water meters in the City would be using the new technology. <br />This item is on the September 8th Council agenda. <br />PAGE 4 <br />
