Preliminary Overlay Designs for Park/ Greenway System <br />18 <br />GIS Mapping of Vegetative Cover Types <br />2000 Merit Award • <br />Lino Lakes Handbook for <br />Environmental Planning & <br />Conservation Development <br />Brauer ear Associates, Ltd. <br />Lino Lakes Handbook for Environmental Planning & Conservation <br />Development; Lino Lakes, MN <br />Project Overview <br />THE CONSULTANT TEAM, CO -led by a landscape architect and an <br />ecologist, was selected in the spring of 1998 by the City of Lino Lakes <br />Environmental Committee to develop a handbook for environmental <br />planning and conservation development. The project had the following <br />goals: <br />Develop an overall inventory of the ecological systems <br />found within the city. <br />Utilize GIS technologies to record found conditions and provide a <br />comprehensive ecological underpinning for future land use <br />decisions. <br />Develop a set of action steps for protecting ecological systems on a <br />city-wide scale. <br />Develop a greenway system plan linking key ecological systems <br />throughout the city. <br />Develop a framework for restoration and management of the vari- <br />ous ecological systems. <br />Develop planning guidelines and process for a conservation devel- <br />opment approach to community planning. <br />Develop a framework for educational and volunteer programs. <br />The fundamental planning premise behind the handbook was the <br />community's collective vision to ensure a high quality of life in the city <br />within the context of responsible land stewardship, economic viability, <br />and long -term sustainability. The Environmental and Conservation De- <br />velopment Planning Model introduced by the consultant team captured <br />this aspiration and served as the model for developing the handbook. <br />As the model illustrates, ecology, culture, and economy are intrinsically <br />linked components of creating a sustainable community. This approach <br />to community planning is defined in the handbook as "conservation <br />development," which offers the prospect of developing land for human <br />uses without compromising the integrity, quality, and sustainability of <br />the surrounding ecological systems.
