a) <br />E <br />E <br />0 <br />0 <br />0 <br />a <br />The plan contains a good example of a natural resource <br />section, including significant natural communities and rare <br />species. <br />This plan identifies the standard "Areas in Need of <br />;Protection," but specifically addresses "Critical <br />Habitat/Endangered - Threatened species" (p. 3) and <br />preserving biological diversity (p. 10 -11). A table of rare <br />species (p. 11) and natural communities (p. 13) present in <br />Red Wing provides important specifics. It also acknowledges <br />the need to develop a strong open space <br />preservation/protection program (p. 4, 7 -8) and explicitly <br />addresses both farmland preservation and urban forestry <br />needs (p. 5). <br />This document serves as a checklist of critical natural <br />resource components that should be included in <br />comprehensive plans. It contains a description of the benefits <br />of natural areas and open space, land protection tools, best <br />management practices, and a list of references and examples <br />for several of these categories. <br />The policy addresses the management of Tax Forfeited Trust <br />Lands to maximize biological, social and economic benefits. <br />It contains good examples of language in support of wise <br />stewardship of native flora and fauna and protection of <br />critical natural habitats.
