However, compliance with <br />this ordinance is largely voluntary (lacks "teeth)." <br />Biko Associates worked with numerous agencies and citizens <br />to develop a package of model ordinances for sustainable <br />development. The ordinances span seven topics ("clusters") <br />including citizen participation, grant management, managing <br />community resources, neighborhood design, infrastructure <br />planning, resource efficient buildings, and economic <br />development.
