Primary Activities & Products of Project <br />Basic Tools for Working with LUG's <br />❑ Develop checklist(s) for natural resource guidance (including related <br />sustainable development & smart growth concepts) & key questions to be <br />addressed; & compile good examples of natural- resource (and sustainable <br />development/smart growth) related documents (compile lists of good <br />examples & start a central repository for such documents for use by staff and <br />cooperators), such as for: <br />— natural resource inventory, <br />- comprehensive plan, <br />- ordinances (e.g. zoning, subdivision, etc), and <br />- management plans. <br />Preliminary Time Line <br />Assistance to LUG's - for 2 target communities - Hugo & Lino Lakes <br />❑ Conduct natural resource inventory & assessments @ LUG scale: <br />complete the Mn Land Cover Classification System mapping (detailed <br />land cover mapping to 1 acre polygons for each city's total geographic <br />area totaling about 70 square miles); <br />- conduct natural resource assessments (on ecological context, native plant <br />communities, wildfire risk, forest health, urban forestry, wildlife & <br />habitat, fisheries, recreation ,trails, wetlands, surface and ground water, <br />soils and minerals, and related development patterns); <br />develop GIS -based data layers and maps of existing information and <br />various assessments with accompanying narratives; and <br />- use the assessments to focus the rest of the project on each city's most <br />critical and significant natural resource issues and opportunities. <br />❑ Provide information and assistance to LUG's in developing natural resource <br />(and sustainable development/smart growth)- supportive city policies, <br />ordinances, & practices: <br />review & comment on selected LUG(s) documents (using checklists); <br />- assist with development of selected ordinances, plans, etc.; and <br />- make recommendations (suggestions, not regulatory review) to LUG(s) <br />on natural resource conservation strategies and options for better <br />integrating natural resource conservation and related smart growth <br />concepts into city policies, plans, practices, etc. <br />Assistance to LUG(s) on Subdivision Planning - for selected site(s) <br />❑ Conduct natural resource inventory & assessments @ subdivision scale (i.e. <br />for a 80 -200 acre site conduct a more in depth assessment on topics noted <br />above at landscape scale). <br />❑ Work with LUG(s), interested owners/developers, and. Mn Land Trust <br />(MLT) to test conservation subdivision planning on a selected site(s): <br />— develop & apply guidelines for subdivision plan incorporating natural <br />resource conservation and smart growth concepts; <br />- develop & review alternative concept plans; and <br />— assist LUG(s) in using this to refine & test subdivision ordinance <br />❑ Work with MLT to develop guidance for the LUG(s) & landowner/ <br />developer(s) on management plans for the developed subdivision site(s) <br />(including conservation areas). <br />Evaluate Project & Prepare Final Project Report <br />April -May 2000 <br />April-Sept 2000 <br />May 2000 -Jan `01 <br />(or sooner pending <br />LUG schedule) <br />Aug -Oct 2000 <br />(or sooner pending <br />LUG schedule) <br />Aug 00 -Feb `01 <br />(or sooner pending <br />LUG schedule) <br />Feb -Apr 2001 <br />(or sooner) <br />May -Sept 2001 <br />
