ROUGH DRAFT <br />09/20/00 <br />• Administration: Provide for administration and enforcement of the landscaping and <br />screening regulations herein to promote and protect the public health, safety, and <br />welfare of the community. <br />II. DEFINITIONS <br />Applicant means any person or entity who is required to submit and implement a city - <br />approved landscape /screening plan under this section. <br />Builder means any person or entity to whom a building permit is issued for the <br />construction of a single - family residence. <br />Berm means an earthen mound designed to provide visual interest, screen undesirable <br />views, lighting, and/or decrease noise. <br />Buffer yard means a strip of land utilized to screen or partially screen a use or property <br />from another use or property or to shield or mitigate noise, lights, or other impacts. <br />Caliper inch means the diameter of a tree measured at twelve (12) inches above the <br />ground. <br />Coniferous (evergreen) tree means a cone - bearing woody plant which, at maturity, is at <br />least 12 feet or more in height, having foliage on the outermost portion of its branches <br />year- round. <br />Deciduous tree (Large) means a woody plant which, at maturity, is more than 30 feet in <br />height, having a defined crown, and which sheds its leaves annually. <br />Deciduous tree (Medium/Ornamental) means a woody plant which, at maturity, is <br />between 15 and 30 feet in height, having a defined crown, and which sheds its leaves <br />annually. <br />Deciduous tree (Small/Ornamental) means a woody plant which, at maturity, is between <br />12 and 15 feet in height, having a defined crown, and which sheds its leaves annually. <br />Developer means any person or entity other than a builder, as defined herein, who <br />undertakes to improve a parcel of land, by platting, grading, installing utilities, or <br />constructing or improving any building thereon. <br />Diameter means the length of a straight line measured through the trunk of a tree. For <br />multi- stemmed trees, the diameter is measured through the widest point of the largest <br />trunk stem. <br />Diameter at Breast Height (DBH) means the length of a straight line measured through <br />the trunk of a tree 54 inches (4.5 feet) above ground. <br />2 <br />
