Lino Lakes, MN and an administrative permit for a communication tower. <br />BACKGROUND <br />To fulfill its mandate from the FCC, Qwest Wireless has developed a grid of antenna <br />throughout the service area. These facilities must be spaced, depending on certain <br />technical and geographical variables. at intervals approximately three to five miles from <br />each other and at a height of approximately one hundred and fifty feet to one hundred and <br />eighty -five feet. Rural areas have a lower user density; therefore towers can be further <br />apart and provide a larger coverage area. <br />The objective of the system is to provide wireless services to all Twin City area <br />communities. Since Qwest Wireless intends to utilize PCS as an affordable Wireless <br />Local Loop service, coverage at the neighborhood level is essential (unlike Cellular. <br />which typically focuses on mobile service). Our services are currently voice. but will <br />likely expand into data transmission within the next five years. <br />Given the size and magnitude of use of the Qwest Wireless system. there must be several <br />antenna facilities located in Anoka County for Qwest Wireless to provide service <br />throughout the community. As each additional facility is constructed. its location and <br />height become relatively fixed. This makes it essential to ensure that any newly proposed <br />facilities are at the proper heights and locations to allow them to "connect" and provide <br />seamless coverage between the existing sites.
