TKDA
TOLTZ, KING. DUVALL. ANDERSON
AND ASSOCIATES. INCORPORATED
ENGINEERS • ARCHITECTS • PLANNERS
MEMORANDUM
To: John Powell
Copies To:
From: Jason Wedel
1500 PIPER JAFFRAY PLAZA
444 CEDAR STREET
SAINT PAUL, MINNESOTA 55101.2140
PHONE: 851/292-4400 FAX: 851/292 -0083
Reference: Highland Meadows West 3rd
Lino Lakes, Minnesota
Date: February 1, 2001 Cominission No. 11985 -012
I have reviewed the sketch plans for Highland Meadows West 3rd received on January 16, 2001.
I have the following comments:
1 A minimum of 20 feet of easement is needed for any storm sewer that is proposed along
lot lines.
2. All proposed ponds must be located within a drainage and utility easement.
3. The street widths need to be discussed further. The proposed connection of Elizabeth
Lane to Bluebill Ponds is to a street that is to be constructed at a width of 28 feet. This
would conflict with the existing portion of Elizabeth Lane that is 32 feet in width.
4. TSM still has not properly graded Highland Meadows East. A condition for approval of
this plan should be the proper grading of Highland Meadows East.
5. All existing homes that are being removed must have their wells and septic systems
properly abandoned.
6. The pond on the east side of the plat does not seem to serve much of an area.
7. None of the proposed ponds appear to have an outlet, which implies that they are
infiltration ponds. If this is the case, soil borings in these locations will be necessary to
prove the soils and ground water are conducive to infiltration.
8. The bench mark information provided on the grading plan does not pertain to this site.
9. Lots 37-42, Block 1, have runoff that exits the site without any treatment for sediment
removal and rate control.
If you have any questions or comments regarding this review, please contact me.
An Equal Opportunity Employer
