Donlin requested that minimal lighting be used, especially at night. Trehus agreed and asked if the lights would be turned <br />off at night. <br />Donlin inquired if the 38 -foot pole height was necessary, or if it could be reduced. Mr. Palmquist stated that if the pole <br />height was reduced, there would be an increase in the number of lights. The Board was assured that the lights would be <br />. shoebox lights, to aim the light down, not out. <br />Mr. Payton noted that in the site plan, the nighttime team leader would have all the lights off, except for a corridor of <br />lights for the employees. After the employees left, all lights would be turned off except for security lights. <br />Trehus said that there should be a vote on the recommendations that include the following as well as the recommendations <br />previously stated by Mach: <br />• Set aside property off site for open space. <br />• Lighting issues were a major concern. <br />• Maximize the green in groupings, rather than in straight lines. <br />Mach moved to approve the recommendations of the Environmental Board. Trehus seconded the motion. Motion carried <br />unanimously. <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : January 31, 2001 <br />PROJECT REVIEW <br />A. Ryan/Target Project Submittal (Item 1 -01) — Asleson explained that the green sheet was to help <br />recall previous information relevant to present discussion. There was no green sheet given for this <br />item, because a formal submittal had been received. Asleson read the background section of the <br />agenda sheet item 1 -01. Several plans have been submitted including formal project submittal, a <br />grading plan, a tree inventory and preservation/restoration plan, surface water infiltration proposals, a <br />landscape plan, and a lighting plan. No response from the Rice Creek Watershed District has been <br />received. An Environmental Assessment Worksheet (EAW) still needed to be completed and the <br />wetland mitigation area is still yet to be determined. Asleson asked for comments or <br />recommendations from the Board. <br />Chair Lanyon stated that the Board did not know the recommendations the Watershed District had <br />discussed. The tree inventory was the most important concern for the Board, specifically where the <br />tamarack trees would be planted. <br />Grundhofer asked if the size of the trees had been determined. Asleson answered that the trees would <br />be two inches in diameter. <br />Chair Lanyon noted that until the Board had comments and or recommendations from the Watershed <br />District the Board could not make any recommendations.
