202.12 Voting. When a question is put by the chair, every <br />member present shall vote unless for special reasons the council <br />shall excuse him; but if interested he shall not vote. In doubtful <br />cases the chair may direct, or any member call for a division. The <br />yeas and nays shall be called upon a requisition of the chair or <br />any member, in which case the names of the members voting are <br />required to be recorded in the minutes. <br />202.13 Order of Consideration. All questions shall be put in <br />the order in which they are moved, except in case of privileged <br />questions. <br />202.14 Form of Question. The previous question shall be put <br />in these words: "Shall the main question now be put ?" It shall be <br />admitted on demand of any two members, and until decided shall <br />preclude all amendments and debate of the main question. <br />202.15 Committees. All committees including standing <br />committees shall be appointed by the chair, unless expressly <br />ordered by the council. <br />202.16 Ordinances. After an ordinance shall have passed, a <br />complete and accurate copy as amended shall be made by the clerk - <br />treasurer and shall be signed by the mayor or in his absence by the <br />acting mayor, and deposited with the clerk - treasurer, who shall <br />attest, seal, number, file, and record or place the same <br />permanently in the ordinance book. The affidavit of publication <br />shall be permanently inserted in the ordinance book after each <br />ordinance. <br />202.17 Petitions. Petitions and other papers addressed to <br />the council shall be read by the clerk - treasurer upon presentation <br />of the same to the council. <br />202.18 Open Meetings. All sessions of the council shall be <br />public to the extent provided by law. <br />202.19 Preservation of Order. The chief of police shall <br />attend meetings of the council when requested to do so by the mayor <br />and preserve order in the room. <br />202.20 Amendment of Rules. These rules, or any of them, may <br />be temporarily suspended by consent of a majority of all <br />councilmen, and shall not be repealed, altered, or amended, unless <br />by concurrence of a majority of the whole council, and upon notice <br />given at some preceding meeting. <br />202.21 Robert's Rules of Order. In all points not covered by <br />these rules the council shall be governed in its procedure by <br />Robert's Rules of Order. <br />202.22 Purpose. The foregoing rules are adopted to <br />facilitate the transaction of council business and functions.
