City of Lino Lakes - Development Framework <br />page Page -by -Page Comments and Questions by WUI Work Group <br />PLANS <br />Natural Environment <br />45 Lakes <br />Consider adding two strategies - one to work with the DNR Trails and Waterways <br />Division to assure adequate public access and one to work with DNR Fisheries, Anoka <br />County Parks, and the Watershed District to improve the habitat qualities of <br />Centerville and Peltier Lakes in order to enhance fishing opportunities. <br />#1. Since 1994, both Rice Creek and Vadnais Watershed Districts have adopted 2 "d <br />generation plans and that Lino Lakes will need to update their Water Plan to assure <br />consistency with the Watershed plans. <br />46 -47 Vegetation <br />See comments above - particularly related to updating inventory. Consider adding a <br />strategy on managing conifer plantations. Consider also adding a statement on oak <br />wilt and its control. Consider adding two strategies related to fire: one on the need to <br />reduce risk to properties from wildfire (see comments on pp. 26 -29 above) and one on <br />the need for prescribed burns for management of fire- dependent plant communities. <br />#5. Reword this strategy to update and refine the City's HEP& CD inventory, in particular <br />to include habitats with listed species and MCBS identified sites. Also, as part of the <br />subdivision and development review processes require the submission to include a <br />more detailed inventory of trees, native plant communities and wildlife (including <br />listed species), hydrological conditions, and other natural features. <br />47 Soils <br />See comments above on aggregate resources and consider whether to develop and <br />strategies. <br />48 Wetlands, Floodplain & Drainageways <br />See comments above. <br />#3. The primary goal of WCA is to avoid impacts to wetlands: only if those impacts <br />cannot be avoided does mitigation come into play. <br />#6. Soften or delete this statement. <br />48 -57 Greenway Corridors <br />See comment above on pp. 21 -22 on adopting a greenways map. <br />49 [purposel <br />#3. Identification of wildlife habitat should be stated in a more focused and pro- active <br />manner, e.g. identifying particular wildlife species, types of habitats, and strategies for <br />protection. <br />53 &57[implementation] <br />#2 In 2.b. expand the list of site qualities addressed in the performance standards (e.g. <br />protection and management of native plant communities adjoining greenways). <br />Consider having explicit reference and application of a tree protection ordinance and <br />native plant community protection measures in areas adjoining greenways. What does <br />2.c. mean? It needs to be reworded, e.g. as a statement on avoiding damage to <br />greenway corridors and their natural features by the location and construction of <br />5 <br />
