AGENDA ITEM 5B <br />STAFF ORIGINATOR: Marty Asieson <br />DATE: June 27, 2001 <br />TOPIC: 8075 20th Ave North <br />BACKGROUND: <br />Homeowner at 8075 20th Ave N. has made application to build a detached garage in a <br />drainage easement. GIS photos are attached. The lot is in a Lake Protection Zone, and <br />adjacent to Hardwood Creek. There are no High - Priority Vegetation Types. Vegetation <br />consists of reed canary grass. Part of the property on this lot is in the 100 -year flood <br />plane. There appears to be no National Wetland Inventory -on the site. Although there <br />are no NWI apparent on the site, vegetation indicates there could be wetland present. <br />Anoka County Soil Survey indicates non - hydric soils on the proposed building site. Soils <br />shape locations can have a degree of inaccuracy. Topography slopes to the Northwest. <br />Suggestions might be to check with the Rice Creek Watershed District to ensure no <br />wetlands are impacted. Without knowing the exact size of the garage, there could be an <br />issue with exceeding the allowable fill for wetland (if it is present) before mitigation is <br />required. Since this is a sensitive area, a suggestion would be to landscape for surface <br />water management of the additional impervious. I don't think this would be a major cost. <br />OPTIONS: <br />1. Approve with listed suggestions /additional Environmental Board suggestions <br />2. Recommend not approval <br />RECOMMENDATION: Option 1 <br />
