Planning & Zoning Board <br />June 13, 2001 <br />Page 20 <br />Ms. Lane stated if this was not part of the park, it would increase the developer's donation. <br />Mr. Lyden made a MOTION to close the public hearing at 9:35 p.m. and was supported by Mr. <br />Rafferty. Motion carried 4 -0. <br />Mr. Corson asked about the 28 -foot streets with respect to parking. Mr. Powell replied staff was <br />comfortable with 28 -foot streets. It would not pose any maintenance or parking problems. <br />Mr. Powell indicated the right -of -way did not change. The right -of -way would stay at 60 feet. <br />The pavement would be narrower. They were not proposing to reduce the right -of -way, only the <br />paved surface. <br />The developer stated he did not object to the 28 -foot streets. <br />Mr. Smyser asked what the anticipated home price range would be. The developer stated it <br />would be similar to the first addition. He estimated it would be $189,000.00 to $219, 000.00. <br />With respect to the substandard lots in size, he stated he did not believe the lots were substandard <br />in size, but there still had to be some issues worked outregardinthose lots. He stated this was a <br />preliminary plat and these issues would be worked out priorny decisions. Chair Schaps <br />stated they still wanted to see it ahead of time. <br />�r. <br />Mr. Lyden made a MOTION to table to July, 2001 ixi etin e Pre1 urinary Plat of Highland <br />Meadows 3`d Addition. Motion failed for lack of a <br />Mr. Rafferty asked what type of hardship wer <br />this. He asked if the 13 lots in question were <br />that the Board take action on this ton <br />upon the developer by delaying <br />lay the process. The developer asked <br />Mr. Lyden asked if Ms. Judd's conc ilk addressed. The developer stated he had no <br />problem having Outlot D be _ , sid= al . ea. This was a decision of the City. It made no <br />difference to him either w. . He . wil dig to have more discussions with Mr. Degardner <br />regarding making this a o versus parkland. <br />Mr. Smyser stated he would speak with Mr. Degardner about this and raise these issues with <br />him. <br />Ms. Lane made a MOTION to approve the Preliminary Plat of Highland Meadows 3`d Addition <br />subject to the following conditions: <br />a. The preliminary plat is revised to align Street A and Street D, subject to review <br />and approval of the City Engineer. <br />b. The preliminary plat is revised such that all lots have 10,800 square feet of build <br />able area, as defined by the Zoning Ordinance. <br />c. Any existing structure not located on a proposed lot within required setbacks is to <br />be removed at the time of final plat approval. <br />d. All grading, drainage and utility plans are subject to review and approval of the <br />City Engineer. <br />
